In my headcanon:
Arthur-- he doesn't have good words to describe the relationships he has with any of these men. France-- lover/brother/rival/ally/enemy? America-- son/brother/...sex interest? So, he resolves it by not trying to verbalize any of it. Ever. Which is kind of how he deals with most of his feelings.
Matthew feels-- we'll just have to find out, won't we? xD.
