But, then, fear is often a reaction to change or perceived change, and I doubt many of these groups and individuals like change or have the skills to accept it.

With this statement, you have hit the nail very firmly on the head, with a very large hammer, in my opinion. I think that is exactly the reason for so much of the crap we've seen in the past 2 - 4 years.
