Maybe she thought the Boston Tea Party was an actual tea party? I mean, she's foreign, maybe she really didn't know.

She's British :P

The Boston Tea Party was largely triggered by objections to British taxes imposed on tea shipments and import duties into the country.

It's about as much of a historical event for the Brits as it is for the Yanks.

Okay, from reading this, it's pretty clear that she's not referring to the event as a precursor to the revolution, but making reference to the double standard carried out with regard to taxation and import duties on official (East India) shipments and tax evading privateers.
