Since Lu says there are now Consequenses, I figure that massive and deliberate property destruction on that scale has got to make somebody eligible for arrest in order to be either fined or jailed, whichever the legal system says.
The Seph in my head, though, replies with "a fine? Just a FINE? Since when did THAT ever stop anybody?" ::grumblegrouchmutter:: "we ought to just make a wall in the jail cell and nail all the psychos to it by the spinal cords..." so he's probably not the best person to ask about actual legal details. He's more about "I just catch them and lock them up and then someone else does the lawyering." XD Do you want an IC Seph response as well as a game-structure response?

It's alright, besides, it's faster repairing all the structures using alchemy. We can't ask for more since you are helping us in the serial murders case.
