She was tired of waiting for what she wanted. What she had almost certainly missed her chance to have.
I love that Laura has doubt about whether she'll ever see Bill again. I know the standard fanon opinion is that she spent the whole time on NC convinced that he'd return, but Laura, more than anything, is human, and as plagued by uncertainty as we all are. Very nice touch.
Also loved that both of them enjoyed the encounter for what it was, and didn't try to make it something more.

I thought it was important that Laura have doubts about being reunited with Bill. Even if she believed that he would come back, she'd still have moments of doubt. Besides, no guarantee that if he came back, he wouldn't be blasted from the sky. I wanted to put her in that frustrated and desperate place.
And, you know, Sam is hot, so she deserved a fling with him, even if only fling! ;)

Masterful use of fragmented time here. I loved the bouncing back and forth -- understanding how Laura and Sam got to this moment. It worked so well and was totally convincing.
