The problem was that there was a very bright moon. I assumed that if I wanted a better silhouette, I could just take a longer exposure and I'd get more ambient light out of the atmosphere. But the moon was actually illuminating the rock more than the city lights were lighting the sky, so the longer exposures tended to look 'daylighty.' I agree this one is the most successful, perhaps because it's the most zoomed, so the background light is the most uniform. The problem with the one where you see the full outline is that the light level changes so dramatically from the horizon to the top of the rock.
