USING PS7 (MOST LIKELY TRANSFERABLE)

01. I used this image from KiwiOlsen.net. Crop and resize your base to 100x100. Sharpen once and Fade Sharpen if needed. Then, using the Blur Tool at 10%, go over the skin.

02. Create a New Layer (Ctrl+Shift+N) and fill it with a dark-blue (#08002E). Set the layer's blend mode to Exclusion.

>

03. Create another new layer and fill it with a light purple (#E9A5FF). Set the layer blend mode to Soft Light and lower the opacity to 82%.

>

04. Go back to your base and duplicate it (Ctrl+J). Drag that layer to the top and set to Soft Light.

>

05. Create a new layer and fill with a dusty light blue (#9BCADD). Set the layer to Color Burn. (The opacity may vary depending on the contrast of your base).

>

06. The icon is looking a little bit dark, so go back to your base and duplicate it. Bring it to the top and set the layer to Screen at 80%.

>

07. Now, Mary Kate's looking a tad pale, so create a new layer and fill it with a light pink (#FFD4ED). Set the layer to Color Burn. You may lower the opacity; I left it at 100%.

>

08. Create a new layer and fill it with a light tan (#F2E5D2). Set the layer to either Darken, Multiply, Color Burn, or Linear Burn depending on your base and preference. For this particular icon, I set it to Color Burn at 100%.

>

And there you have it! Text, brushes, etc. are optional.
I'd love to see your results! :]
Examples using this tutorial:

>

For this one of Vince Carter, I used Linear Burn on the tan layer.

>

Linear Burn was also used for this one.
