New Layer > Select Canvas (ctrl + a) > Edit > Stroke (pick a color, preferably something light) > Change Blend Mode to Overlay, color dodge or whatever looks pretty with your color and image > duplicate that layer many times until you're satisfied.
13 and 18 is harder to explain, since I didn't have an exact guideline to follow. I just played around with grayscale, brightness/contrast, hue/Saturation, layer properties and filters. And I did a lot of those things on #13 that it'd kill me to remember all of them step by step, much less explain. XD; And if ever I do remember, I can't guarantee that it will work on all images. So just really play around with those things I mentioned.
What program do you use for screen capping? I think our screencaps might just have the same quality if we ever compare, I just did stuff to the "cap" to make it look like it's the best quality. If you want better looking caps, try... Dupl.icating the capped image layer, apply gaussian blur on the 2nd one and change the layer properties (overlay or hardlight) on the one on top. :3 That's what I do to make it look clean.
