this icon or a bigger version of it (with makeup). we will be putting on eyeliner, lipstick, and a new hair and eye color. i'm sorry it's not the most descriptive thing in the world, but it's only like my second or third tutorial. i tried. =) OH, by the way, I use Photoshop 7, but I think you could do this in another program if you wanted.
01. start with your picture, cropped to a square (mine is 300x300). do whatever you want to it before we start-- sharpen it, soft light it, whatever.

02. then, either using a small (around 3 px) textured brush or your pen tool on a new layer, trace around her eyes in black. there are a few tutorials for doing this, so i won't go in to very much detail unless i get a lot of requests asking to do so. sorry! after you have traced the eyes, do a 0.5 px gaussian blur on the liner to make it look more realistic. 03. with a reddish color (i used a sort of maroon, dark but not too dark), go over her lips in a new layer. once you have filled them in, set the layer to overlay. (i think this is what i did! sorry if this doesn't look right to you, just fiddle around with the blend modes until you get something you like).

04. then, go over her hair with an opaque dark brown in another new layer. again, play around with the blend modes. you can use overlay or soft light for a more intense look or screen for a lighter look. erase the parts that go on her skin (make sure you have ONLY colored her hair).

05. the last step is coloring her eyes. I am making them blue. I just take a round, opaque brush in a medium teal color and trace over her eyes in a new layer. Set this layer to Hue. Then, duplicate the layer and set it to Soft Light. You should have a vivid, intense, pretty blue. The end result looks like this:
