I think it would definitely make sense that Jeff be the one to contact Kaa. Jeff would personally argue for a quick death, but he's a sap like that. Or he doesn't believe in torture. One of the two.

Keaton would not be opposed to ending Soze! I imagine they'd perhaps have a brief conversation (unless Soze won't talk to him). Keaton may or may not give Soze a wack or two for being a jerkface. And then he could end it/shoot him in the end.
