I read that before I left for work this morning. I checked on TEH. The shadow that I assumed was Prisoner Zero? Freezeframe it and just before the shadow disappears from view, you get an outline which really looks a lot like the jacket.

Lord if this pays off, I shall be so chuffed

I don't like how the Weeping Angels were practically rewritten entirely from "Blink," but I suppose it worked for the episodes.
