Would you apply for a fellowship if it required that you submit a signed affidavit certifying that you did not uphold the beliefs and doctrines of communism?

Not unless I were committed to a cause that specifically included anti-communism in its credo, and it were directly relevant to the organization providing the fellowship. eg. a fellowship at the CIA. Is this some bizarre federal funding requirement? What is the origin of the requirement?

Other than those circumstances, NO.

the number of times i've heard profs talk about bs-ing their way into funding...

as long as i wasn't lying when i said it and it wasn't restricted to a permanent agreement (so if i change my mind I can), if they want to give me money then hell if i'll tell them no
