Would you apply for a fellowship if it required that you submit a signed affidavit certifying that you did not uphold the beliefs and doctrines of communism?
That depends on two things- one, if you actually are anti-communist, and two, if you would be willing to work for an organization that is so paranoid and close-minded that they force you to put certain beliefs in writing before they accept you as one of their own.
Sounds like a request with details that one could drive a truck through. Maybe the beliefs of communism have some resonance, but the doctrines are right out? Good enough. Closet communist? Communism not upheld, good enough. Use of fellowship? Buying things for self, paying bills and for self-enlightening education, sounds non-communist.
there were some honor society things I was invited to at UO that I didn't persue because of elitist requirements, despite the fact that they offered scholarships. My feelings on politics and academic pursuits are that the only interest politics should take in education is seeing that people are better educated in general. Forcing one to ascribe to a certain political ideology, or lack of one, shows a distrust in the idea that real education is itself virtuous.

Knowing a little bit about what they did to actors, scientists, theater, and people in general during a certain time period in our country's history, I would have to say "no". Any failure to refuse to play a part in such a system only allows for the perpetuation of that system. Knowing myself, if I had been an actor at the time I would have been black listed, a scientist my work would have been considered "radical". Heck, the work I want to do now will likely be controversial. But who knows what fear and family would lead any of us to do
