QB: If you sand the wall really well and prime it, it should only take a few coats to cover.

i think some type of shelving in your closet would really help. shelving can be put up fairly cheaply and easily (my dad put shelving in my closet, i'm not sure how handy you/your family are). if you put a primer on your walls, it will really help when you paint white. i would say primer, plus probably two coats of white paint, but i have never painted a room white so i'm not sure.
if you put shelving i your closet/cupboard and want to hide things that aren't yours, buy a decorative piece of fabric and hang it (using tacks or something like that) over the shelf that you wish to hide.
lighting, lamps always are a good choice. they can be relatively cheap (at least in the US they are, i've never bought a lamp in the uk ;D).
