It takes quite a bit to lead. There’s a lot to be said about being brilliant, but there’s also some intangibles required to be the head that wears the crown. Here are some of the various people who just didn’t have what it takes.

Not entirely a leader of many, but certainly the supposed leader of one:
Yorick Brown: Left in charge of a monkey genetically predisposed to learning all manner of things, but is to inept to properly toilet train the motherfucker.

Henry Pym: Put in charge of the 50-states initiative despite his constant history of magically turning everything he touches into (hangover black) shit. And now he's got a mutiny on his hands and a maniacal clone killing a bunch of children. Sure there are other people in charge of training as well, but they'd be find if fucking Yellowjacket stayed out of the picture.

Tony Stark: Keeps giving Henry Pym jobs. 'Nuff said.

Victor Von Doom: NO MAN IS MORE WORTHY TO RULE THAN DOOM, NONE SHALL TRIUMPH OVER DOOM, CURSE YOU RICHARDS! CURRRRSSSEEE YOUUUUUU!

Pontius Pilate - The Bible: a guy who's greatest accomplishment is washing his hands and being able to keep a guy dead for only three days... oh, wait - you said "fictional"... (this is a joke set-up)

Escalus, the Prince of Verona - Romeo & Juliet: Three great speeches and still everybody ends up dead. I think he was the precursor to the idea that diplomacy is not useful in stopping sectarian violence.

Hidetora Ichimonji - Ran: Senile old man gives away his rule to three sons who destroy the family's legacy and himself. Note to self: Don't plan on your children taking care of you after you retire. Kill them while they're young, take their assets, and pay soldiers who will at least be loyal to your paycheck to watch over you.

Cartel leader in Desperado: I mean come on! They guy's entire drug empire gets taken down by a another guy who keeps his guns in a guitar case.
