Civil Unions v. Marriage v. Religious Unions

Something that has been driving me batty lately is the statement that "marriage is a religous institution," and thus, the government should only issue civil unions

Why not "civil marriage" under the Family Code and "Religious Marriage" under the kitab-i-aqdus, or whatever...
