Taipei is the de facto capital of Taiwan, governed by the Republic of China, which should not be confused with the People's Republic of China that governs over China, Hong Kong, and Macau.

Taiwan and China have a bit of a confusing relationship. Mostly, China is a bit of a jerky boyfriend who doesn't think Taiwan should leave China. And Taiwan has a split opinion of what it should do and doesn't leave because China is big and scary and told them "You can't leave. D<".
Really, Taiwan is part of China, but not exactly at the same time. :|

It's kind of hard for me to explain further, so if you want to understand more you should just look it up on wikipedia.

i know all about Taiwan/China's relationship (thanks to Hetalia fandom), but i was just surprised to see a flag representing "Chinese Taipei" when i thought it was just a capital...

"Chinese Taipei" is the name that Taiwan uses when it participates in international sports and such.

It's also confusing, so there is a wiki article on this if you're curious.
