I have no idea what Trains have to do with Science Fiction, unless you live in Desolation Rd, I know that the panel at BayCon a couple of years ago about Trains and Transit was SRO -- more than 50 people by my reckoning. So for whatever reason, SF fans seem interested in the subject.
Of course, it could also be that from most Americans' point of view, high speed trains are science fiction. They don't really exist except as a fictional concept, since there aren't any in the USA. (As you probably know, the Acela trains on the US east coast are merely about as fast as UK main line services at best.) Those things in Japan, France, Spain, etc.? Well, that's not America, so they don't really exist. :(
It's a Garcia 'zine. Trying to figure out what anything has to do with anything else in that context (or, more accurately, black hole of lack of context) is pretty much impossible.

There is a cross over, you are right on that. 1/2R is a huge model railway enthuasiast, I should have contacted him, he is very active.
A zz9'er is quite serious in LUL planning, and there is a conrunner who is very senior in H&S in TFL.
