I'm inclined to trust Snopes. The Governor asked for Federal Help on Saturday before it happened, and Bush authorized FEMA.

That's really stretching it. No one has said anything about it being the "poor black people's" fault. I think maybe you misunderstood what it was saying. It was in defense of the ridiculous claims of prejudice. Why haven't you heard anything bad about the mayor of N.O.? He had access to a lot more transportation and did not use it to evacuate even more people.
I honestly think that the administration did not think that the storm would be as bad as it was and reacted accordingly to that belief.

As someone who does not know when he will see his hoem again due to Katrina, I admit Nagin coudl have doen better, so could Blanco, and Bush coudl hav edoen more sure, but to hsi credit he declared Mississippi and Louisiana disaster areas on Sunday, so he did some forethought ( ... )
