There seem to be several ways to be officially employed as a science advisor. At the top, the National Science Advisor advises the President. Though I can't find even an official description of the post online, Representative Mike Honda's (D, California) web site states that the National Science Advisor is " a senior position at the White House that directs federal scientific research and technology policy in coordination with DOE and other agencies." (To be sure, one of the committees he is on is the House Committee on Science, including its subcommittee on Research.)
At the state level, a quick google for "State Science Advisor" reveals that states have these things too and accordingly report to the Governor. (And Utah has a lot of hits on that search.)
So, to answer your question: science advisors advise executive officers at state and national levels.
