So many problems. Where to start...
So I have this weird chemical smell coming from underneath my sink... It's like a really strong glue smell.. And sometimes it's really strong and sometimes you cant even smell it. And of course whenever someone comes to check it out there's barely a smell.

A plastic smell often comes from melting plastic. Is there anything that is hot or melty under your sink? Does it have a garbage disposal?
Are there any chemicals under the sink?
Is there any pattern (time of day, use of the sink) to when the smell shows up?
This is all it means to be a guy who fixes stuff. He just asks these questions, either to himself or his partner. Maybe it's that when a girl has a problem she starts to imagine all the awful things it could be and how it could ruin her life. When a guy has a problem he wants to pin it down, name it and then destroy it!

It smells like a glue that you would use to seal pipes. Which would make sense that there would be a light smell like that under my sink ... But this is like Someone is spraying the glue constantly. I feel like when it's warmer the smell isn't really bad and then when it's cold it seams to be really potent and in the morning it seems to not smell and at night it's really bad. I don't have any leaks underneath my sink and I don't have a garbage disposal.... I don't have a dishwasher either and I had a friend (who is a plumber) come out and look at it and he said that he couldn't find anything wrong with it. He also said that it didn't smell like sewer gas.
Yesterday the smell didn't stay under my sink... It seemed to be off to the side at the very bottom of the cabinets... Close to the floorboards. And it smelled really bad in my basement which hasn't ( ... )

1. Your neighbor is not necessarily making meth, but might be SMOKING meth. Although, since you said it doesn't have a burny smell, this is likely not the case.
2. If it's worst in the basement, it could be mold of some sort.
3. It also could be roach and/or rat poison.
