Actually, there's been a lot of pro-child relations stuff happening lately, mostly based on the premise that children are capable of making important decisions early, in line with their earlier physical development (A study points out that the 'physical maturity age of 18' in the 1920's, is presently found at the age of 12-13).

Now balance that with the apparently increasing number of child rapists. What is the correct legal decision to make?
