First off, I'm Captain Smoker. Captain. I think it's honorable you're offering self-defense classes to civs and non-combatants.

On the second point, I don't think it could be too hard to organized. I realize the biggest issue is people coming and going unexpectedly, but I think an organized system could be worked out. Beyond that, how about some kind of city-wide warning system like a warning bell that can be heard all over town?

Lots of people. Does the general population need to worry about any of them?

It's like a game of rock-paper-scissors, but all the teams playing are secretly being supported by the other teams in the background. The government employs hunters to do their work for them because if they mess up, it's easy to dispose of them. I've also heard some of the criminal groups get support from government officials. It's a real mess.

It doesn't. It's all the civilians that get caught up in the middle too.

Blackbeard and Jack Sparrow. Blackbeard is purposely a buffoon, but he's a dangerous one, so don't let the act fool you; even all the others will tell you as much. Sparrow is more a nuisance, but he finds creative ways to be a problem. Law, Luffy, and Marco are all nearly as dangerous as Blackbeard, but they're unlikely to go on random crime sprees. I'd be very surprised if they did.

My world too, must be universal unfortunately.

Civilian loss is always the worst.

Seems like things don't really change no matter where you go. Humanity's curse, maybe.

Hardest on the kids too. Some areas have it worse and you see a lot of kids on the streets. Most form gangs or get drafted into gangs themselves if not worse. It's a sad state.

I've noticed there's a lot of kids around. Kids and teens. Unfortunate, but I suppose it could be worse. Draft aside, things seem safer here than in my own world.

A month and a half to go. Somethings you never really get used to in this place, but until you've experienced a shift, and seen everyone scrambled into a draft, you're still pretty green to Luceti. After that, you at least start to know the so-called standard villains, and the kind of weird shit the Malnosso do.
