ANyway Gibbs doesn't need to be a sentinel to be dangerous :D
As for what happens next; stay turned for next weeks epi-chapter...
vis: The discussion that could be heard wasn't a discussion at all; it was the tail end of a short, but vicious, fight.
Gibbs had driven to the Baltimore PD at his normal breakneck speed parking with ease in front of the PD's doors. Luck might have had something to do with the ease with which Gibbs was able to park but Gibbs being Gibbs it may well have been an examples of the Universe, using all the sense nature had provided, aligning the stars so that as Gibbs drove down East Fayette Street a police cruiser pulled out leaving that free parking space right in from of the PD's doors. Even Universes' could have a sense of self-preservation.
