My daughter will be turning 1 year old at the end of the month *sniffle* and I’m looking for a venue to have her party. I’m thinking of a park with pavilions and picnic tables, so there are places to sit under the shade. The date will be August 4th. I have always liked Shawnee Mission Park (87th W/435)- but there is a fee to reserve a pavillion, so someplace else outside Johnson County may be a better deal if you want reservations -
You could take your chances of getting out there and 'grabbing a spot' but if someone w/a reservation comes along you'll have to move. No links allowed so search for shawnee mission park.
Olathe may be closer to you - it's where I grew up - and they have several nice parks w/shelters/lakes/playgrounds. Looks like they take reservations but you can probably find a spot and claim it without much fuss - search for Olathe parks and recreation
There's Swope park, which I really like but have never tried to reserve since I'm from KS - might be worth a look-see. Good luck and happy birthday! I'm an early August 'baby' and it turns out nothing much is happening when we have our special day, so everybody shows up at our party! Yay team!

These two are a longer drive, but:
Dagg Park in North Kansas City has a kiddie pool, playground, sheltered tables, and a spray fountain.
McCoy Park in Independence has everything you want, too.
Or if you're considering indoors, a lot of community centers and YMCAs will rent a party room with pool access.
(One more! City Park in Liberty also has tables/playground/spray park.)
