I'd actually write to the organiser, keeping a copy of the letter yourself, and tell her you're leaving and this is the reason why - that yes, it may all have "blown over" but that you feel like you can't take part. Oh, and that you feel you can't intervene even when another child is hurting your own.
The other question that this raises, is does the playgroup leader have an accident and incident book for situations like this? And why the hell weren't THEY able to intervene at the original situation?
I think that, seeing as you're actively considering leaving anyway, and that the confrontation really should take place, you should take Nick up on his offer

And perhaps copy the letter to the local educational authority, or whoever has to inspect them, so they're aware of the organiser's inability to organise.
