"I think you should do whatever you want to" is the obvious answer, but perhaps not a particularly useful reply. So I'll try throwing out some ideas in the hope that something might stick, or at least be entertaining to consider

Plan to engage in intimate relations. Do not tell anyone else, because why would you? Have something weird happen that interferes. Do something else that day. Laugh a lot. Succeed in original plan later. Again, do not tell anyone else, except perhaps about the laughing a lot part.
I have found this to be a reliable way to ensure anniversary entertainment and flexibility over many years.
We believe on celebrating things, but not necessarily on "the day". If you follow that model, then you should think of something you want to do to celebrate 25, but not worry if whatever you choose won't happen on some particular day. Besides, according to wedding etiquette, guests have a year in which to get wedding presents to the couple, so shouldn't the couple have a year to celebrate their anniversary?
My favorite celebration was our "120 years of Mark, Tim, and Mark & Tim", where we celebrated Mark turning 50, me choosing to be 50, and having been together for 20 years. We had a big-for-me party and had a blast with friends (and even some of my family flew in for it).
We haven't yet decided what we're doing for our 30th, although the actual date has passed.
- Find something you both like at Georg Jensen, since the 25th is considered the "Silver" anniversary.
- Go spend some time in one of the nicer hotels in Vancouver. Do some spa things. Spend a day or so quietly wandering around the Museum of Anthropology.
Oh, wow - congratulations! Silver - is there anything local that ties into that? An old silver mine to explore? Dye each other's hair - wait, in my case, I would just have to stop dying my hair to get the silver. Our 25th is still 3 years away, but we should start thinking, too.
Did you ever think you'd be married that long? I never thought I'd get married at all, and having been married over 20 years is astonishing to me.
