Why didn't they do this sooner?

The Bush administration would have had a more difficult time spinning the speech in its favor.

He also said al Qaeda has found it "easy for us to provoke and bait this administration."

As will likely be the case for the next four years 8(

Seriously, I think OBL's address "to the American public" was really just his pandering to the Muslim public.

It may have been that he pissed off some folks who wouldn't have voted before. But they decided to send a message that America will not idly stand by and be terrorized. They didn’t like the idea of changing horses in the middle of the stream and decided to let little georgey porgey jr. try to finish out his game of hide-n-go-seek. Or maybe Obi-Bin Laden was hoping to get “w” reelected, so that he could more quickly develop his plans by having such a predictable foe. Time will tell.
