I'm not sure off the top of my head; I picked it up at Michael's, and it was billed as an all-surface spray. But no, I didn't sand down first. Might be I should've, but this seems to have worked well.
Both. :) It's a retail commbadge with a magnetic clasp. (The back magnet piece used to be an electronic thingie that made the commbadge noise, but that part died so I took it apart to rescue the magnet.) I used superglue and a small horde of watch guts to turn it into what it is.
