What the actual fuck. A tumble dryer would actually aggrevate mould and damp issues because it is HUMID MIST THAT FILLS THE ROOM, which you don't get from drying clothes because damp clothes do not cause CONDENSATION!!! Your terms of agreement cannot possibly break SCIENCE!! The mere idea of not being able to air dry clothes in your own home being put into a tenancy agreement is quite frankly ridiculous and totalitarian.

The fact that they can't even be bothered to check what the hell your tennancy agreement says about the rats annoys the fuck out of me. That's just stupid and the fact that they're using it as this vague threat to take your money in the future. Keep that agreement to hand, I have the feeling you're going to need it very soon. As for the washing, yes it causes condensation, which encourages mildew and mould growth but not to the extent you guys are seeing. (We dry washing in the house for 4 people, and we've never had a problem - we've done that in two houses over 10 years and never had an issue, last house was 100+ years old)
Are you a groundfloor flat? top floor flat?
I know a dryer is out of the question, have you tried a dehumidifier in the rooms where you're having the problem (if not can you borrow one)? and is it in all rooms, not just where you're drying washing?
