Okay, so here's my thoughts, particularly after talking to you last night:
I gave you some experimental rules to better kill us during combat. Now here's the other suggested set of rules to help you get away from your habit of "I PUT A ZEELION CHARACTERS IN OH SHIT WHAT NOW," which shows up at least three times in this writeup alone:
RULE #1: For the next three sessions (not including the next one, which is starting ex media res), you may have no more than four (4) NPCs show up. That's all you get. Slightly one less than the number of players.
RULE #2: Furthermore, each NPC must have a goal in each session. As in, "They want something from one of the players, and the scene is over whenever they get or do not get it." The classic screenplay riff. (Bonus points if the NPC is hiding his or her motivations.)
RULE #3: That "something" must be something that can be fulfilled in that session. Good: "I want to fuck you," "Give me your pitchfork," "You need to give me a ride to California." Bad: "I want you to agree to help me
