Right. In other places rule is usually hereditary, or so it seems like to me. But even if the father is a righteous ruler he'll die eventually and then there is no guarantee the son will be the same.

It's certainly true for Japan, and it's definitely a pretty faulty system, if you ask me. But then... is there such a thing as a perfect system?
