Looks a lot like it's "for the hell of it". At least so far I can discern no other reason - as with all curses. And it's gotta be a curse.

Of course! A kingdom is a pretty big place. A king can't run every corner single-handedly. So it needs a functioning government. Province lords, generals, an army, ministers of law, ceremonies... all that. A king on the throne keeps out natural disasters and youma, but the kingdom can still suffer if the system is sloppy.

En ministers have extra work because Shouryuu's lazy,
