I don't know what the deeper allegations are, but as far as I can see at the moment

it could (and has in places) worked the other way around:
2) The consumer chooses to put Tesco out of business.
To put all of this on Tesco seems akin to saying "Tesco are providing a service I really really like, and use much more than my local shops. Damn them for destroying local businesses"
I agree totally with this. If anything is putting small shops out of business is the fact that modern life tends to lead us to prefer convenience and good value. There is an argument that supermarkets like Tesco have an advantage when it comes to cost, but more pressing is the fact that the advantages that small shops could provide (friendly service, staff who know you, rare and exotic goods) either are not on offer, or are unwanted.
