So lets go for a public opinion. Cause this one was just too odd for an assignment to come back with. (Note this wasn't the only odd "semantics" situation, and there were quite a few very odd comments that showed a lack of knowledge in the area I wrote the assignment):

Women(x)s(y) Rights

Place the ' at either x or y.

Clearly, the term "women" is already a plural (of "woman"), and we're talking in the possessive. Hence, it would be "Women's Rights."

'Women' is a singular noun in it's plural form, therefore it requires no further pluralization (unlike 'people', which is a collective noun as well as a plural form, and thus may require pluralization). Therefore, the correct construction is "Women's Rights".

Women's Rights

Women is already the plural of woman, you can't extra-pluralise it by adding an "s". And the rights belong to women, not just one woman.
