[Filtered to Captains Abarai, Hitsugaya, Kyouraku, Ukitake, Unohana and Lieutenants Hinamori, Kotetsu, Kuchiki, Matsumoto]There have been some uncomfirmed reports about zanpakutou spirits spontaneously manifesting to their owners since Saturday the 25th. This has also happened to me: Kawagami appeared in the administrative office again this morning

You can add Hyourinmaru to that list; he's currently lounging in the office. I don't know if anyone else can see him since Matsumoto hasn't been in the office yet this morning. He seems to think other people would be able to see him, though.

Might it make a difference whether or not the wielder has achieved bankai or not? I am not certain, but I know Kawagami has previously only shown itself to me when I am alone.

Do you think it would be appropriate to request Commander Ukitake to open an official inquiry about this phenomenon? First the utter lack of new shikai, and now this.

Zabimaru's been loafing about my office, too. It's less unusual for him to decide to show up, but he says he has trouble going back to the inner world. Says it feels off, too, but he couldn't quite describe how. I dunno if anybody else can see him; I didn't ask...

Sir, I apologise if I overstep my bounds, but I believe you should authorise an official investigation with the Twelfth forthwith, before Captain Kurotsuchi takes matters too far into his own hands. Whatever discoveries are made in this matter must be known to all of the Gotei. Forgive my impertinence.

OOC: [In the next batch of mail to Ukitake's office, a tidily written report arrives containing a list of Eighth shinigami whose sword-spirits have taken material form, the dates and times when the spirits appeared, and whether or not the spirits were perceptible to others. A few also have mentions of shikai powers being weakened; Nanao's own name appears on this list.]
