Sounds like maybe a water pipe burst somewhere. I suppose they could just be frozen, but I'm not sure that would kill the tank water. But what do I know.

Yeah it is. I just hope that if something is busted, it is under city jurisdiction, and not something I have to pay for myself.

Oh, and my thought about the tank water is maybe my super long hot shower yesterday evening used it up, and it didn't have a chance to refill completely before the bust happened...
