The part about scrolling text and not-scrolling background makes perfect sense (and I can do it). The 3-D effect I'm not sure about, but I suppose you could describe what I'm thinking of that way.
Shades of green makes perfect sense, and it'd be cool. The shades your LJ already has are good choices, or we can fiddle with them if you want.
The background you chose would be OK, except it's tiny. See how small it is? There's no way I can expand it to fit an entire computer screen; you won't believe how bad it would look. If you can find a very-much-larger version of that pic, that's fine, I can use that. If not, we've got to do something else.
i dont need a layout, but i have a question that perhaps you can answer for me. is there anyway to have a 6 color border around entries? OR can you like design one, like a .gif to use as a border? or is that impossible?
There are two ways to do this that I'm aware of. There may be more.
1. On a paid account, you can incorporate this into your design. I don't have a clue how to work with paid accounts, but I know it can be done. I think I've seen it on LJ (six stripes, each outside the last).
2. With a free account, you can design the border as part of your background (i.e., if you use a picture for a background, make the picture include six colored boxes where you want the border). This might look like crap, and it'll only work on your res, and it could take a lot of tinkering -- but it should work eventually.
I'm sorry I couldn't be any more help. Maybe you can get some more info in paid-account-layout communities.
Colors -- is hot pink okay? Like I used on ___eyeliner's layout? If you want something softer, that's cool too. I'm just looking for an idea.
Pictures -- show them to me. You find the ones that you like, and I'll tell you what kind of layout we can base on each.
Themes -- stars and kiss prints. We've got to be careful it doesn't get too busy. I'd recommend a plain black background (maybe with a few lines in different shades of pink) with these stars or lip prints. Text on that, if you want it. But if we stick all these on top of a picture, it's just not going to look that good.
It sounds like you have a good idea where you're going, and definitely a lot of possibilities. Please show me the pictures/themes you have in mind.

I'm new to LJ a friend of mine suggested it as i love to write...makes me feel myself instead of having to be what everone else wants me to be.
I'm really not too bothered about the styles of things, i have a very open mind, i like polka dots, stripes - simple yet effective patterns, in bold bright colours like hot pinks, bright greens, black & white. But i also like the complete opposite, so i really don't mind.
So yeah... comment in my journal or email me or something if you can help me out.
If you want bright colors and a lot of contrast, maybe something like a polka-dotted or diagonal-striped background -- your entries partly transparent on top? If you want something more sophisticated, we can still definitely do bright colors, but you'd have to mix them with more neutrals like black, white, grays.
You're very open about ideas -- which is cool! But can you give me a little more guidance so I know where I'm going? Maybe you can give me links to other users' layouts you like, or pictures you want to include.
Hi. My name is Amanda. I am looking for something black and white with a picture on the top or off to the side, not an entire background, just a picture, like above the links and everything. I have the overrides, I just can't find a picture or anything. Or an icon to go with it.
I have nothing, and I'm kind of fusterated. If you could help, it would be great.
I'll be glad to help with layout, but pictures . . . they're mostly luck. I don't have a stock-photography CD or anything like that. When I want a picture, I google for it along with everyone else.
I can convert from color to b&w, if you see a picture you want but it's in color.
I can crop a picture to create an icon. If it's a small picture, I can shrink it a little more to create an icon.
Other than that, I'm sorry, but I don't have any picture resources.

i like the diagonal strpied background idea with the entries on top.
i like the style in _leknifefight journal and the colours, maybe something similar to that one
