I was going to watch Night Watch at the block [but didn't follow through due to fatigue]. Point is, at least it was playing there well after the fact. It would be nice to reduce the price of tickets, and price of refreshments, but then we'd have to reduce the amount the celebrity actors and actresses make [how can anyone make $10,000,000 for one film? ONE actor, not the entire team...]. I've never been disturbed by cell phones, personally. People don't use them, sometimes forget to turn them off but don't use them. Heck the most disturbed I've ever been was when a 12 year old kid in front of us kept narrating the movie, so after a while he said something and I just said "Yeah, you're right, gonna shut up now?" [not knowing it was a 12 y/o, i thought it was a wannabe tough 16/17 y/o, and only consequences were me enjoying the rest of the movie...]. So yes, cell phones aren't a problem, people are, and prices are.

One possible solution is to allow cell calls to have a priority flag. A high priority call would be an emergency. Then change the carrier waves depending on the priority of the call so calls of lower priority can be filtered out within an area (though the use of a dampener device, sorta like the anti-wireless router). This could be used in theaters, plays, fancy dinners, golf tournaments, and anything else where audible distractions are undesired.

Of course such a system will never be created since we'll probably see remote neural communication before that :-p

So what, they'd install this high priced gadget and then charge us an extra $3-$5? And wouldn't the creation and use of such thing cause security issues? I mean, it'd be awfully easier if you could burgle a house while blocking cell phone calls in the neighborhood, especially as people are moving more and more toward cell phone only and no land lines.

There is semi-remote neural communication already possible, not person to person but you could consider those new prothetics that react to your thoughts and not your nerves and tendons as the beginning.
