In short, the city exists in between worlds and times, so it's probably not directly connected to one time period? It probably resembles some worlds and times more than others... it's definitely more technologically advanced than my own.
As for places to buy clothes (or anything really), try the shops around the Square at the center of the city. The vendors there take all kinds of odd things by way of barter... hair, lint, shiny pebbles...
I'm afraid I haven't heard of your friend, however.

Between worlds and time...it's not like a spiritual world is it? WHY CAN'T ANYTHING BE SCIENTIFICALLY PLAUSIBLE?! The City is quite similar to my world...in my time period. What type of place are you from?

We tend to get an influx of new people into the city every other week, and logically everyone would tend to have the same questions upon arriving, so those guides were created by some helpful citizens.
I'm not sure what the City really is... I don't think anyone is really. All we have is a bunch of theories concerning the ticking clock and the end of all worlds and our emotions powering the city.
As for my world... we didn't have subways or computers or networks. We rode around on horses and our land was mostly countryside with villages and towns and cities(none so large as this) sprinkled in between. We had many types of people however... humans and wingers and kobolds and elves and vampires and many more.
Our main power was held in runes which you could have attached to yourself, which let you control the elements, cast spells, heal and such. There's actually a rune shop in the city run by people from my world.

That actually sounds a lot like the Meiji Era...or was it the Heian Era...or the Edo period...augh...nevermind...but your world sounds very interesting! And maybe I'll go check out that rune shop some time.
