According to BBC website
Religious hatred is defined in the Bill as "hatred against a group of persons defined by reference to religious belief or lack of religious belief" - showing it will also cover atheists.
Punishable by upto 7 yrs in prison.
Does this include CICU telling people they will go to hell?

No, CICCU does not evangelise by telling people who don't believe in God they will go to hell. Their message is purely to make Jesus known to students. I am, however, not entirely satisfied with the way they go about this, but they certainly don't try to scare people into Christianity. How would that work anyway?
However, if you don't believe in heaven then hell cannot exist either, hence being told you will go to hell when you die should not actually offend you seeing as you don't believe it exists.
Sorry, just my two pence worth.
