Hangeul used to be even more phonemic; in its modern incarnation it tries more to represent the underlying morphology. Sort of like the difference between the Kunrei romanization Japanese people sometimes use (e.g. Koizumi Zyun'itirô), and the Hepburn style everyone else uses (Koizumi Jun'ichirō).
