None of the official news sites have anything about cocaine bricks. This story about syrup seems to have been conflated with another one where bricks of heroin where hidden inside bricks of cocaine for double blind smuggling.

Also, "Strategic Reserve" is economic. They don't want to dump too much syrup on the market and deflate prices.

Really, this is all very mundane.
