Just out of curiosity, why do userpics count for a disk space quota as well as their numbered limit?

It seems to me like they get counted twice this way. Why not have either A) a set number of user pics but not have it count for the disk space quota B) have the user pics count against the quota but be able to use that quota for as many user pics as we want.
