This happens because one or more of the communities you have posting access to is on these clusters, which causes the update page to return the error when you attempt to load it.
Think of it like a string of Christmas lights - when one is broken, the entire thing is broken. When you try to load your friends page, LJ is loading information from a variety of journals located on all the different clusters. And if any of that information is coming from a bad cluster, the entire page is broken.
Try this to work around it in the meantime: add ?skip=1 onto the end of your friends page URL to try and skip over the entry coming from the bad cluster. If that doesn't work, try skipping 2 or 3 or so on. If no number works your friends page might be trying to load too many entries from the bad cluster which you can fix by changing the number of entries you display on your friends page.
