re: phone stuff: 00 and + in new zealand are equivalent. + is better practice. 00 (when dialed in new zealand) means access the international network, and + means international notation.
different countries and phone companies may have different ways of accessing the international network, which is why + is better.
when entering numbers into your cellphone it'd be better to use +.
