its the ocean!!!!!

huge storms and stuff churning up the sea to make bubbles which turn into foam as the sea current takes them towards the beach
this article gives a better explanation of it than i do actually so you can readdd it if you like =D

well, its the sea actually! so technically it is a whole bunch of salt haha
hardcore storms churning up the ocean turns it into a massive foam bath apparently!
