Ugh, that really, really sucks. Indecisive and ineffectual management make work hellish, especially when they're just enabling self-centered assholes like those kids. You said you put everything down in the logbook. I vote you go through the book for the last six weeks. List everything you've done and said WRT this situation. Then lay it on the line for your manager: either she gives you more warm bodies and the ability to enforce rules, or you'll start calling the police on the non-guests for trespassing and on the guests for noise complaints. If you're already short-staffed, it's unlikely she'd terminate you for that--especially if you're just telling her you will (and haven't actually had to do it). Also, holy wall o' text, Batman! I know this is a rant and you were really upset when you wrote it, but once you calm down, would you mind at least putting it behind a cut please? It takes up more space than all the other entries on my Flist today combined!
Madjack, you've been a hotel night auditor for some time now, with undoubtedly a great attendance record. I don't know what it's like in San Diego, but everywhere I worked hotels at, that was priceless. I suggest you find out, quickly, about getting a new job in a nicer hotel. Good luck.
