It's a sport. The basic idea is to get the most points by kicking the ball into the goal.

Why does it have two names if it is the same game?

[mashespotatoes]

Because nations like America found it necessary to call the game soccer. America plays some game he calls football which doesn't seem to have very much to do with actually kicking a ball around, but it's really up to him on what he decides to call something.

I think Japan calls it some derivative of "soccer" as well, but I imagine that's from post-World War II influence.
