Hello everyone. My name... is Lieutenant Horatio Caine. Back home, I am the head of the day shift of the Miami-Dade Police Department crime lab; a CSI.

[A pause there before-] I have taken the time to read both the guide which Ms. Sage has provided us... and looked through much of the information provided for us in the Welcome Center. ( Read more... )

Brave Vesperia isn't a vigilante guild.

That is the function that it's Captain Capel described not that long ago. [flipping through pages there to make sure that it checks out, and yes] Though perhaps... I have I misunderstood.

[This is added with the notion of the "please explain it to me" thing]

I guess it's easy to take it that way when you haven't been around long enough to see how we work. But honestly, we're just a "do-everything" type of guild, as well as back-up for the Blue Rogues when things get intense here. Calling us "vigilantes" is kinda overdoing it.

In that case, my apologies. [There is only some sarcasm in there. But it's there. It's really there.]

So you are a member.

[Have some polite but well-intentioned orly, Lieutenant.]

While I don't think some manner of full-time guard is unwise, I do think you will run into some problems with this plan. How well have you thought this through, I wonder?

I have. I am gathering interest at the moment, and nothing more.

And even if there is sufficient interest, from where will this group get their authority? What laws will they enforce? How do you intend to implement and control their use? What measures will you put in place to prevent abuse of power? A poorly devised plan is worse than no plan at all.

All valid points to be ironed out once interest is gained. Given your thought process, perhaps you would do well to assist me in this.

-- My apologies, I didn't realize it would record.

I understand. The only way to get any results is by initial polling methods, after all.

Apology accepted. [This part is said slowly, but it is sincere, even if there might be a hint of sarcasm in that]

Quite though... given my responses, it seems that many share your sentiment.

While the idea is sound in theory, I can see a major, and possibly fatal, flaw.

Namely, there is no central government in Luceti, and attempts to create one in the past have been met with everything from disinterest to outright anger. The people here highly value their autonomy, and attempting to enforce order on them is an exercise in futility. Without a system to back it, any police force created would be just as much of a vigilante group as the two we currently have.

[...What in God's name is this thing talking to him. Oh well, don't show any fear or anything-]

And that is why laws would need to be established.

[And this tone clearly begs the question as to why anyone would oppose this notion]

[Oh come on, it's just a very large green man with tusks, what's scary about that?]

Through what method would you attempt to implement them? Is it not the function of the governing body to create laws?

In the absence of a governing body, there is a democracy. Given that the population of this village is less than three hundred, a survey could approach everyone in the village.

A police organization, huh? I've heard of police before... They're like soldiers, right?

Police are civil servants that uphold the laws of a state and protect it's citizens.

Hm... Maybe more like knights, then. The thing is, Luceti doesn't have laws. Laws mean someone needs to be on top to create those laws and oversee them. We'd need someone to judge when a law is broken and when it's not. In the end, someone's going to end up holding all the power.

[At least the boy is well=spoken. Still-] That... s not necessarily true. The laws of this state could be made by all of it's citizens in a direct democratic method given the size of the population here.
